HPD BOSS LEAVES; CITY  POLICY AT CROSSROADS


Commissioner Shaun Donovan's departure to Washington comes as the city's affordable housing plan faces steep challenges.

When city Department of Housing Preservation and
Development (HPD) Commissioner Shaun Donovan leaves for a new post in
the Obama administration in coming weeks, both of New York City's top
housing policy jobs will be open at a critical juncture for affordable
housing in the city.

The announcement on Saturday that Donovan is
nominated to serve as secretary of the Department of Housing and Urban
Development came just three weeks after Tino Hernandez stepped down as
chairman of the New York City Housing Authority – and as both
HPD's plan to increase the stock of affordable housing and NYCHA's duty
to maintain the nation's largest portfolio of public housing suffer
enormous strains.
